Quit notice to Igbo: IGP places men on red alert

The police are on red alert across the nation to nip in the bud any attempt to actualize the October 1 quit notice served on Igbo residing in the north by a coalition of Northern youth organizations.
Although the quit notice was withdrawn a few weeks back by its authors, Police Inspector General Ibrahim Idris yesterday directed all police officers and men to be ready to deal with any threat to national peace.
The full weight of the law, Idris warned, would be brought on any person or group for any unlawful act or attempt to cause disturbance of law and order and public peace in the country.
He also directed police personnel to stop the spread of hate speech and ensure that perpetrators are brought to justice.
But he urged the personnel to be civil, polite and firm in performing their duties.
The directives were given in a in a statement through the Force Public Relations Officer, CSP Moshood Jimoh.
Jimoh said: “The 2017 Nigeria Independence celebration is scheduled to take place across the country on October 1, 2017.To this end, the Inspector-General of Police, Ibrahim K. Idris has directed that a robust and elaborate security arrangement be implemented to ensure a hitch free and peaceful celebration nationwide.
“Similarly, the Inspector-General of Police has placed all the personnel of the Force on RED ALERT to nip in the bud any attempt by any group under whatsoever guise to cause disturbance of the peace on 1st of October, 2017 or at any other time.
“Consequently, Assistant Inspectors General of Police and Commissioners of Police in charge of Zonal and State Commands have been directed by the Inspector General of Police to be personally on ground to deploy and supervise Police Personnel on visible police patrols and police presence at strategic locations and other identified flash points within the cities, and along the highways and major roads in all states of the country and FCT to build confidence of safety in the people residing everywhere in the country.
“The Police Commanding Officers are to deploy all intelligence and personnel to make sure that the purported quit notice given to the Igbo in the North as well as the Hausa/Fulani and Yoruba in the Niger Delta region are not actualized.
“They are also to enforce the law as required to prevent the utterance of hate speech and ensure that perpetrators are brought to justice.
“The Nigeria Police Force therefore wishes to implore parents and guardians, traditional rulers, community leaders, religious leaders, youths groups, politicians and public office holders to prevail on their children and wards, adherents, brethren, followers and supporters to be law abiding and not to allow themselves to be used to cause disturbance of public peace anywhere in the country.
“The full weight of the law will be applied on any person or group for any unlawful act or attempt to cause disturbance of law and order and public peace in the nation.
“While congratulating our dear nation, Nigeria and the good people of this great country on the occasion of the 57th Independence Anniversary, the IGP implores Nigerians to be their brother’s keeper and demonstrate love, as well as promote harmonious co-existence with our fellow Nigerians.
“To ensure adequate security and guarantee utmost protection of life and property of all Nigerians during the period of the celebration and beyond, the Inspector General of Police has directed the Commissioners of Police in all states of the federation and their supervising Assistant Inspectors General of Police in charge of Zonal Commands to carryout massive deployment of officers and men of the Force comprising conventional police personnel, Police Mobile Force, counter terrorism unit, special police forces, Force Intelligence and Investigation Department for covert and overt operations, the Police Helicopters and Police Marine Gunboats to patrol difficult terrains and riverine areas throughout the country, and the Police Mounted Troops and Dogs section for crowd control and crime prevention at venues of celebration and recreation during the period and beyond.
“The personnel deployed are under strict instructions to be civil, polite but firm in the discharge of their responsibilities. They are to pay special attention to places of celebrations, public places and other locations where people will gather to celebrate the Independence anniversary.
“Sustained surveillance and proactive crime prevention strategies will be adopted, while the ongoing raids of criminal hideouts, black spots, identified troubled spots and other vulnerable points to remove criminal elements will be continued throughout the period.”

Oyo shuts zoo as lion kills attendant

An attendant at the Agodi zoo has been killed by one of the lions in the facility.
Hamzat Oyekunle, popularly known as Baba Olorunwa, died from injuries sustained from the incident.
The development forced the Oyo State Government to shut down the facility yesterday.
It also ordered immediate evacuation of the lions pending further investigations.
In a statement at the weekend by the Executive Secretary, Bureau of Investment Promotion (BIP), Mr. Yinka Fatoki, the state expressed shock over the unfortunate incident.
It said the closure of the facility followed reports from the company managing the zoo, AM & C, on the incident.
Fatoki, in a statement by Commissioner of Information, Culture and Tourism, Toye Arulogun, expressed shock over the incident because Oyekunle had fed the lion for over five years.
The statement added the deceased was known to have had a very good relationship with all animals in the zoo.
The government also claimed to have visited the deceased’s family.

Police Officer Kills ‘Pure Water’ Seller In Rivers For Not Observing Environmental Sanitation

There is an ongoing protest in Port-Harcourt, Rivers state capital after a trigger-happy policeman killed a young boy selling pure water along Okporo road, Port Harcourt for not observing Environmental sanitation. 

When the public relations officer of the Rivers state police command, was contacted on the incident, he said he will get back to us as he is currently in a meeting.

I write with so much pain haven seen the way Benue citizens especially civil servants are suffering in Anguish. We are entering the 4th week since schools resumed and to my utmost shock, majority of school pupils are yet to resume. Needless to mention hunger and starvation across the state.
If I remember correctly, when Buhari took over, he asked all governors to calculate all salaries been owed to which bailout was released. Here in Benue, screening was done, ghost workers and ghost schools were flushed and one would expect salaries to be paid with a balance hence ghost schools and workers were flushed out but yet salaries were still unpaid.
Benue state Government borrowed from the banks in billions. Paris club refund came in twice, ecological fund came in, even in the face of recession, Federal allocation never stopped even though it wasn't as expected and then we have our IGR.
Now the very Big question???

Sad story of how a young boy was set ablaze in Enugu for misplacing a phone in his care

A young boy was yesterday burnt to death in Enugu for allegedly leaving a barber shop where a phone had gone missing. A certain Wisdom Kelechi had  poured petrol on his friend, Junior Onah and set fire on him.

Onah’s sin according to sparklingmediaconcept.blog. was that he left a shop where a mobile phone had been placed in his care to charge.

On returning to the shop, Kelechi could not find the phone. Livid at the loss of the phone, he went out and returned with a gallon of fuel, which he poured on his friend and set him on fire.

 Onah was  rescued by people, but sustained severe burn injuries and is still battling for his life at the hospital. 

The police in Enugu, according to sparklingmediaconcept.blog. has since arrested Kelechi. Ebere Amaraizu, police PPRO in the state speaking on the incident said:

“The suspect has been promptly arrested by police operatives and he is helping in the investigation just as the victim was rescued with severe burns and taken to the hospital, where he is receiving treatment,” Amaraizu explained.

History, sensation as Lagos unveils Awo’s statue

Efforts of the Lagos State Government to project art , culture and tourism gets boosted with the unveiling of the statue of the late politician and elder statesman , Chief Obafemi Awolowo , AKEEM LASISI writes
A landmark artwork burst forth in Lagos on Tuesday, when a giant statue of the late Chief Obafemi Awolowo , arguably Nigeria’s most influential and most efficient politician , was unveiled. The statue placed at the Lagos Television/Agidigbi Road end of the Alausa Secretariat area of Ikeja, will pass for one of the biggest in its class not only in Lagos State but also in the entire country . It is 20 - feet tall.
Based on the calibre of the personality it celebrates , it has instantly become the subject of discussion online and on -shore . The importance that the Akinwunmi Ambode government attaches to the project showed in the symbolic programme it built around its unveiling . It was led by the governor himself, who had , as guests , members of the Awolowo family , including his daughters , Mrs . Omotola Oyediran, Dr. Tokunbo Dosunmu -Awolowo ; granddaughter , Mrs . Dolapo Osinbajo , wife of the Vice President, Prof . Yemi Osinbajo ; and grandson , Mr . Segun Awolowo .
The chief host was also joined by members of his executive, including the Secretary to the State Government, Mr . Tunji Bello; and the Permanent Secretary, Ministry of Tourism and Culture, Mr . Adewale Ashimi .
On why the government deemed it fit to honour the sage with the statue , Ambode noted that it was not about beautification alone . According to him , it is going to be a constant reminder to all and sundry about the sacrifices of past leaders so as to promote the ideals they stood for.
He added that the statue symbolised the beginning of the realisation of all of Awo ’s aspirations in the areas of politics , economy , culture and others , saying no one could deny the impact of the Oodua Investment Company , one of the products of the Western Nigerian Government led by Awo .
Ambode said it was also instructive that the late politician was the foundation of restructuring , which , he said, was a fundamental item in the manifesto of the All Progressives Party’s manifesto.
He said, “ In the same corollary , the position of Lagos State on restructuring remains the same as stipulated in the manifesto of our great party, the All progressives Congress , which states , ‘The APC shall initiate action to amend our Constitution with a view to devolving powers, duties and responsibilities to states and local governments in order to entrench true federalism and the federal spirit. ”
While Segun Awolowo , who is the Chairman of the Nigerian Export Promotion Council, thanked the government for honouring the icon , joking that he felt so much at home in Lagos that he could seek an elective position there , Awolowo Dosunmu saluted Awo disciples who attended the event .
She noted that it was symbolic that the statue was being unveiled at a time the Lagos State Government was intensifying efforts to get people to pay tax as due . According to her, Awo was able to achieve the legacies that many keep celebrating based on a strong tax policy he initiated.
Dosunmu , who spoke in Yoruba , stated that, initially , people were skeptical about paying taxes . But when they saw that Awolowo had a good intention and was using the monies realised for the purpose for which they meant, they were encouraged to continue to pay. She thus advised Lagosians to continue to be responsible citizens by paying their taxes promptly , saying the steps that the Ambode government was taking so far had shown that he was a committed leader and an achiever.
In his opening remarks , Ashimi said it was critical for Nigeria to appreciate its own . Thanking the state government for “ opening up Lagos arts space ” , he said the ministry was glad to associate with Awo , whose footprints in education , leadership, governance and other aspects of development remained indelible.
Bello also stressed the imperative of a development - oriented government in his vote of thanks.
In the past one year , especially during the Lagos at 50 celebration , the government has projected itself as an arts and tourism - loving country. Apart from its involvement in the development and promotion of film, music , drama and literature , it is in the process of building six theatres in different divisions of the state, with the aim to revitalise cinema culture.
… Why we presented Awo sitting — Artist
Meanwhile , the coming on stream of the Awo statue is generating a lot of sensation . It has, since Tuesday, been attracting attention , with many people having their photographs taken beside it . Hardly has any art piece invoked so much excitement in recent years in Lagos .
At the same time, perhaps like many other creative works, it has sparked controversy, as some critics – some professionals , some arm - chair and others apparently just enjoying themselves on social media – raising questions on some aspects of the work . For instance, some , as is being circulated online , including on the Arts Journo whatshapp group , have argued that an Awo statue should not be one in which he sits. They expected a standing giant, whose image canvasses democracy , freedom and other democratic values .
The artist who handled the statue , Hamza Atta , has however , given an insight into its making ,
In a telephone interview with our correspondent on Wednesday, Attah, who is the managing director of Polystrene Industries Limited, said some six artists worked on the statue . He said while the idea came alive in January 2017 , it took them about three months to build the monument.
The other artists are Bale Ola - Olu , Adewunmi Kehinde , Eneche Odu , Abaver Vitals and Aboyi Adama .
Atta said, “ It is important for us to celebrate our past heroes . We need such monuments that anyone who see them from any part of the world can say , ‘this is Lagos, this is Calabar , this is Kano ’; the way other major cities or countries are identified by iconic works . ”
He added that the building of more of such works was central to inspiring young ones .
On why Awo is seen sitting in the piece, he said he and his colleagues meant to project a thinking Awo .
His words, “We conceived a piece that would represent the mental magnitude of Awolowo . We felt we need to portray his thinking attitude because the world , as is projected, indicates that we use the brain now , not the body . Awolowo was a very reflective and productive person. And Nigeria has to imbibe this culture in every area of its life . Life is not just about rallies . The world outside there are using brainpower instead of raw power .
“ Look at how Nigerians excel anywhere they find themselves outside . It is because of the thinking environment they find themselves. ”
Another key issue that has been raised has to do with the laced shoes that Awo spots in the work . According to critics , apart from the fact that the combination is odd , the sage was not known to be a fan of what they called boots .
Atta conceded that the shoes might not have diligently represented the subject.
He said, “I think , based on the magnitude of the work , we all somehow got lost in some details. Our research showed that it was about only once or twice that Awo wore laced shoes . ”
On whether or not he will make necessary adjustment on the statue , Atta said no .
“ I don ’t think it is too important . What is important is the inspiration behind the project, ” he said .

BENUE STATE WAGE BILL: NONE PAYMENT OF AND MATTERS ARISING PART III
Yesterday, Terver Akase, CPS to the Governor asked me who told me the States wage bill is 3.8 billion, I told him my source was the States budget and I also asked him his source for the 4.1 billion he said the wage bill was but have not received any response.
I quickly wish to state that the CPS is not the one that prepares budget for the MDAs neither is it the governor that prepare it. They rely on information provided by the civil servants. It is important to know from where they are getting the figures they are quoting.
THE BUDGET
In my Part I of this series, I gave out the budgetary estimates on personnel cost from 2009 to 2016. None of the budgetary estimates gave us the figure of up to 4.1 billion monthly personnel cost for the state.
In my Part II, I quoted Suswam's 2015 budget speech where he said the 2014 personnel cost from January to December, 2014 was 25,334,575,176 divided by 12 months to give one about 2.11 billion monthly personnel cost.
2016 AND 2017 BUDGETS.
In attempts to find the exact figures of the state personnel cost, I have painstakingly gone through the 2016 and 2017 budgets which are the budgets prepared by the Ortom's administration.
In the 2016 budget, the estimates for personnel cost is 41,034,361,610 divided by 12 gives one 3,419,530,134.16. When this figures includes Pension and Gratuity, the total is 45,934,361,610. When this figures is divided by 12, it gives a monthly wage bill of 3,827,863,467.5. (See pages 36 and 54 of the Benue State Government 2016 Approved Estimates, 1st January - 31st December, 2016).
In the 2017 budget at page 34, personnel cost is 47,369,638,699 divided by 12 months gives a monthly personnel cost of 3,947,469,891.58. When this figures includes Pensions and Gratuity, it is 51,315,588,332 divide by 12 gives one 4,276,299,027.66. As monthly wage bill. (See pages 34 and 35 - 40 of Benue State Government 2017 Approved Estimates 1st January - 31st December, 2017).
It need to be emphasized that this is budgetary estimates.
In order to finds out what could be the exact wage bill of the State, I took time to go through the 2017 budget from pages 41 - 233. The 2017 budget provides 'Approved Estimates 2016, Actual Expenditure January to June, 2016 and Estimates 2017.
I painstakingly added the 2016 Approved estimates for personnel cost of all the MDAs and arrived at a figure of 45,637,291,070 divided by 12 months gives a monthly bill of 3,803,107,589.16.
The actual expenditure from January to June, 2016 gives a total of 18,643,073,865.2 multiply by 2 gives a total of 37,286,147,730.4 divide by 12 gives a monthly bill of 3,107,178,977.53.
The Approved estimates for 2017 is 44,103,666,596 divide by 12 gives a monthly bill of 3,675,305,549.66.
Note: There might be inconsequential error in these figures because some figures from the budget were not eligible.
CONCLUSION
From the above analysis, the monthly wage bill of Benue State Government is between 3.1 to 3.6 billion and not 4.1 billion. I stand to be contradicted.
I noticed some irregularities in the wage bill of some MDAs. That will be a subject of discussion some other time.
I believe that the combined efforts of the Ministry of Finance, Accountant General and Auditor General Offices should be able to give us the exact wage bill.
This can be done within 1week. The Governor can so direct them to do so.
Failure to do so would amount to a deliberate and calculated attempt to hide the correct and exact figures of the wage bill from Benue people.
Finally, I have decided to be involved in this matter of the exact wage bill in order to contribute my quota toward finding a solution. This is part of my commitment to good governance in the State.
With my experience in Budget Advocacy since 2008 and representative of CSOs at Inter Ministerial Budget Defence in 2012 and 2015, for 2013 and 2016 budgets respectively as the then Chair of BENGONET, I will be failing in my duty as the representative of CSOs to comment on this burning issue.
I therefore owe nobody apology who might consider my engagement on this issue as acts of opposition.

National president of the Nigerian Labour Congress (NLC), Alhaji Ayuba Wabba, today hinted that the union had officially written President Muhammadu Buhari not to release further tranches of the Paris Refunds to Benue state until the governor of the state, Mr.. Samuel Ortom, is made to account for the already diverted previous bailout funds and Paris Refunds.

Wabba said this while speaking with journalists at the end of the intervention meeting which the National leadership of the NLC had with the Benue state chapter of the union in Makurdi.

The NLC president made it known that the union had informed Mr. President that subsequent release of tranches should be predicated on how accountable the government of Benue is in the three earlier interventions, bailout and the two tranches of the Paris Refund.

He pressed further that Governor Ortom has never been transparent in the handling of the federal government special allocations/intervention accrued to the state.

His words: “It is unheard of that in Benue, state civil servants are owed seven months salary, 11 months for local government workers and 13 months pension arrears, it shows the ingenuity of the state government.

“I was telling the members today that the situation of Plateau and Benue were similar in 2015 but today due to the ingenuity and the transparent utilization of the Paris club, bailout refunds, Plateau government has liquidated all the salary arrears.

“We are here in Benue to strengthen our members and also to urge them to represent effectively the interest of workers because there would be always contestation about how we are able to prioritize our interest.

“The situation in Benue is very precarious , dirty and demeaning that is why I have to make this journey to Benue, we had an interface with leaders of the union and thereafter they have to meet on their own to take some far-reaching decision to be communicated to us in few days ahead.”

Three girls engage in a public brawl after a customer who came to drink at the joint indicated interested to take a woman home

The police at Ikotun Division have arrested two women and detained them at the station while the third suspect escaped, for their unruly behaviour by publicly fighting over a man for s*x in Lagos.

The incident happened at a popular joint at Governor’s Road by Landmog Bus Stop in Ikotun area of Lagos State. The suspects identified as Amaka, Chioma and Blessingwere said to have engaged in a public brawl after a customer who came to drink at the joint indicated interested to take a woman home.

P.M.EXPRESS gathered that the three women indicated interest at the same time and were said to have scrambled for the man to the embarrassment of other customers at the joint. However, the scrambling turned to full blown fight and fracas after the man chose Blessing to the astonishment of Amaka and Chioma.

It was gathered that Chioma and Amaka protested and told the man that he cannot take Blessing because men had been sleeping with her for some days while the two of them have not had any s ex for days and had not made any money for those days. They reportedly suggested that the man should agree to take the three of them at the same time since he could afford to take care of them.

The man agreed but Blessing rejected the idea and said she was not ready for such arrangement because she would deliver the services the man would want alone.The argument resulted in hot exchange words and degenerated later to a fight among the three women.

Some of the properties at the jointed were damaged during the fight. The manager of the joint then had to contact the police and the suspects were arrested and taken to the station. At the station, the suspects told the police that Blessing had taken the few customers that came to the joint to solicit for s ex at their own detriment and she had refused sharing the only man that agreed to take three of them for the romp.

When P.M.EXPRESS visited Ikotun Police Division, the suspects were still detained there but the DPO was not around to comment on the matter. However, police sources said the suspects will be charged to court for their alleged conduct in the area. It was gathered that Blessing has been on the run after the fight, while the man in question abandoned them and settled for another woman.

NO CONDITION IS PERMANENT

A Guy who has no job got married to a banker, despite his fears and several advises that it's not good to marry without a job. Every month the girl Would give the guy her full salary of $80,000 after removing her tithe. The guy would give the wife $20.000 for personal upkeep and the guy determined what happened to the remaining money.
This happened for 3 good years. There was happiness in the family and the wife never refused to do her primary home duties for that 3 years, despite wrong advice from friends that 'you can't be paying the bills and still be doing all the work'.
There was a particular month the guy used

He bought his first car (a brand new) for 2.2 million dollars he gave the wife the car key,& continued to take public transport to work for about 3 years. Then he bought the 2nd car for 4 million took the keys of the first car & gave his wife the keys of the 2nd car. They eventually moved into their own house after few years. One day, the wife was looking for some documents. She stumbled on a file neatly hidden, when she opened it, she saw her wedding picture when she was very slim in the first page of the file. She then saw that the document the purchase of the land and every other thing in the house were all written in her name! At the last page was the husband's wedding picture and a note
written by him:
''MY WIFE IS ALL I HAVE GOT. NOT EVEN THIS HOUSE WORTH 100 millions AT THE TIME I BUILT IS MINE'' .
Tears started to roll down her eyes. This couple got married in 1998. Last Sunday was their wedding anniversary, blessed with 3 children. True LOVE still exists till this day. Reports indicate that he solicited the services of Sheikh Motors, a Kenyan car dealer, for the “special assignment” which took up to six months to complete.

Photos of the “Rolls Royce” have sparked a heated debate on social media. While some applauded the brains behind the transformation for their creativity, others dismissed it as a desperate attempt to look rich.

If he does so before marriage, he loses the passion to pursue and chase you further because you do not give him anymore challenge. If you pressure him and he continues with the relationship he does so with less enthusiasm.and respect for you.
Delaying sex till marriage has its numerous benefits. Apart from avoiding unwanted pregnancy and AIDS, you develop a very healthy self esteem. Your face glow with pride and you help your man develop SELF CONTROL.
Women who give men sex in courtship do not know they are helping their men commit adultery in marriage. You have trained him to always get sex improperly at the wrong time because you feel he cannot hold it so when you marry and are heavily pregnant or just deliver your baby please don't be angry when.hubby runs after a mistress or caught making out with the maid.
